There are Linux tools that are able to create, resize, and move fat32
partitions. For example, you can use the Gnome Partition Editor
( gparted ) , which is included on the Ubuntu Desktop Live
CD ,  and probably a number of other "live" Linux CDs. 

Knoppix has "qtparted" , which is a very similar tool for KDE and has the
same capabilities.

Using a "Live" CD for this kind of thing is the easiest way to do it, since
otherwise you have to umount the partitions you want to change - gparted
or qtparted make this much easier, and on the Ubuntu CD the partitions on
your hard drives  are not mounted by default, if I remember correctly.

In any case the tools will refuse to operate on partitions that are
mounted, or at least issue scary warnings :)

I just noticed that if I try to start gparted , with that command as my
normal user, a window pops up that reads:

"Since GParted can be a weapon of mass destruction, only root may run it "

I like Linux error messages ;-)
