As far as tools go, the wiki that our DTP community is using for that server
is the same wiki software that is used for Wikipedia.  I have put a help
page up for newbies who are not familiar with using a wiki:

Basically, it's pretty simple.  Anyone can edit the TuxZine page, just like
wikipedia.  The only 'tools" that you will need are *social* tools to decide
who will watch the TuxZine pages to reset the pages in case of vandalism.

With regard to rules, you are going to have to decide what the rules are.
The only thing that I ask is that no one put illegal copyrighted material
onto the DTP server.  That's it.  And porno also would not be welcome.  But
aside from that, please do what you would like to do with that space.

Also, I see that someone else has offered to host the TuxZine.  I'm honored
that people have started using the DTP server and wiki, but please feel free
to move to another server later on, if someone else wants to host TuxZine.
As far as I am concerned, you could use that space for ever and ever and
ever.
